In the digital age,the shared public space of the internet provides a new venue for individuals'self-expression.Online self-expression embodies both rights and responsibilities as it reflects individual free will.While ample self-expression fosters collective wisdom and the expression of public opinion,unchecked and unrestrained self-expression can lead to online violence,causing harm to individuals and society.Given the subjective weakness and lack of awareness among perpetrators of online violence,it is more suitable to employ co-governance based on equality rather than top-down vertical governance.Seeking consensus while respecting differences,and allowing for the coexistence of agreement and disagreement on the basis of mutual respect,is essential for achieving co-governance through democratic discussions between individuals and platforms,as well as among individuals and groups.This approach ensures both the legitimate rights of individual self-expression and the safety boundaries of online self-expression.It represents the primary strategies and measures that can be adopted to address issues in the public online space in the future.
