Analysis of European Union's Hydro-diplomacy towards Southeast Asia from a Sustainable Development Perspective
In the face of increasing pressure from climate change and environmental conservation,the European Union(EU),grounded in the concept of sustainable development,utilizes its extensive experience in transboundary water management to further promote hydro-diplomacy in Southeast Asia.While enhancing the governance capacity of water resources in the Southeast Asian region,the EU employs hydro-diplomacy to advance its own strategic interests.Prioritizing disaster prevention and control stemming from water-related issues and enhancing food security capabilities,the EU engages in multi-level hydro-diplomacy leveraging the foundational role of scientific research.The EU's hydro-diplomacy towards Southeast Asia contributes to the multilayered development of the EU-ASEAN strategic partnership,advocating EU's development paradigms and principles while safeguarding its interests in the Asia-Pacific region.However,it also faces challenges such as internal uncertainties,unidirectional governance output,and dispersed cooperation pathways.Drawing lessons from the EU's hydro-diplomacy towards Southeast Asia,China should continue to strengthen centralized coordination in hydro-diplomacy,strategically integrate hydro-diplomacy with global initiatives such as the Belt and Road Initiative,collaborate with developed economies like the EU on water resource governance through trilateral and multilateral cooperation,and combine strategic mega-projects with"small yet beautiful"livelihood projects to achieve"heart-to-heart"connectivity.Through active hydro-diplomacy,China should contribute to the theory and practice of sustainable development,facilitating global understanding of Chinese-style modernization.
