Development Route of Low-Carbon Dual Strategy of SOEs——A Case Study on Shanghai Metro Co.,Ltd.
Under the socialist economic system with Chinese characteristics,state-owned enterprises(SOEs)always shoulder the dual mission of developing the economy and serving society.According to the characteristics of the industry in which the enterprise is located and the characteristics of the business undertaken,SOEs are likely to face the challenge of high energy consumption.Taking Shanghai Shentong Metro Co.,Ltd.,as the representative case,it examined the dynamic development path of a low-carbon dual strategy for SOEs based on dual theory.Using the analysis framework of"strategic goal-strategic design-strategic practice",it reveals that the low-carbon development of SOEs involves integrating low-carbon concepts into their dual goals of"economy-society".This integration forms the low-carbon orientations that encompasses both cost and benefit orientations for economic goals,as well as policy and public welfare low-carbon orientations for social goals.Consequently,SOEs have developed low-carbon dual strategic practices,including low-carbon cost management and low-carbon business investment(economic attributes),as well as low-carbon policy implementation and industry low-carbon leadership(social attributes).Moreover,the development of knowledge and resources facilitates the transformation of these low-carbon dual strategy practices,ultimately achieving coordination of low-carbon dual strategies.The conclusion not only offers new insights into the synergistic and dialectical relationship in the low-carbon development of SOEs,but also expands the application of dual theory in the field of low-carbon management.
