高校强化有组织科技创新的思考和实践

摘要
提速建设科技强国,推动高水平科技自立自强是党和国家在新征程对创新发展和转型升级提出的新要求.高校作为国家战略科技力量重要组成部分,应切实担负起推动科技创新的使命担当和历史责任,加强有组织科研,持续优化创新体系,加快突破关键核心技术.而高校加强有组织科研的路径和方式还需要进一步研究探索.本文分析总结了美国、欧洲、日本等发达国家高校在科技创新上的主要做法,梳理了国内重点高校在科研管理体制机制改革、加强有组织科研方面的重点举措,并结合重庆大学在强化有组织科技创新方面的实践经验,从加强与国家需求紧密对接、完善创新体系、推进技术科学发展、完善人才流动机制等方面提出强化有组织科技创新的意见和建议,为我国高校推动有组织科研、打造国家战略科技力量提供参考和借鉴.
Abstract
Accelerating the construction of a technological powerhouse and achieving high-level technological self-reliance and self-improvement is a new requirement put forward by the Party and the country in the new era for innovation,transformation and upgrading.As an important component of the national strategic scientific and technological force,universities should effectively shoulder the mission and historical responsibility of promoting scientific and technological innovation,strengthen organized scientific research,continuously optimize innovation systems,and accelerate breakthroughs in key core technologies.However,further research and exploration are needed on the ways and means for universities to strengthen organized scientific research.It analyzed and summarized the main practices of universities in developed countries such as the United States,Europe,and Japan in scientific and technological innovation.It summarized the key measures taken by domestic key universities in the reform of scientific research management systems and mechanisms,strengthening organized scientific research,combining the practical experience of Chongqing University in strengthening organized technological innovation,and proposed suggestions to strengthen organized scientific and technological innovation in terms of improving the talent flow mechanism from strengthening close coordination with national needs,improving innovation systems,and promoting the development of technological science Suggestions.It provides reference for Chinese universities to promote organized scientific research and builds national strategic scientific and technological forces.
