绿色技术收购与空气污染——兼论有效市场与有为政府

绿色技术收购是生态文明建设背景下,企业弥补自身环保技术局限性的重要市场化手段.基于绿色专利转让数据,考察了中国城市绿色技术收购对空气污染的影响.结果显示,绿色技术收购能够显著降低空气污染,但这一影响在不同收购动机及技术类别下表现出异质性.聚焦绿色技术收购的直接使用价值与知识溢出的衍生价值,发现绿色技术收购能够通过产业结构升级效应与绿色知识拓展效应抑制空气污染.进一步研究发现,减污视角下,有效市场和有为政府是否存在协同作用与政府环境规制手段相关.命令控制型环境规制与绿色技术收购能够协同抑制空气污染,而市场激励型环境规制与绿色技术收购在降低空气污染中未呈现显著的协同效应.研究结论不仅从减污视角拓展了开放式创新理论和技术差距理论在绿色技术收购中的应用边界,也为减污目标下合理配置市场手段与行政手段提供了理论支持.
Green Technology Acquisition and Air Pollution——The Analysis of Efficient Market and Effective Government
Under the background of ecological civilization construction,green technology acquisition is an important market means for enterprises to make up for the limitations of their environmental protection technology.Based on green patent transfer data,it examined the impact of green technology acquisition on air pollution in Chinese cities.The results show that green technology acquisition can reduce air pollution significantly,but this effect is heterogeneous across acquisition motivations and technology categories.Focusing on the direct use value of green technology acquisition and the derived value of knowledge spillover,it is found that green technology acquisition can restrain air pollution through the industrial structure upgrading effect and green knowledge expansion effect.Further research finds that from the perspective of pollution reduction,whether there is a synergistic effect between efficient market and effective government is related to government environmental regulation measures.Command-and-control environmental regulation and green technology acquisition can synergistically suppress air pollution,while market incentive environmental regulation and green technology acquisition do not show significant synergistic effect in reducing air pollution.It not only expands the application boundaries of open innovation theory and technology gap theory in green technology acquisition from the perspective of pollution reduction,but also provides theoretical support for the rational allocation of market means and administrative means under the pollution reduction target.
