Innovative Province Construction,Regional Smartization,and Competitiveness of Regional Innovation Ecosystems——Mechanism of Influence and Quasi-Natural Experiments
Based on the theoretical framework of regional innovation niche status,it evaluated the competitiveness of regional innovation ecosystems.Using panel data from 30 provinces in China (excluding Hong Kong,Macau,Taiwan,and Xizang) spanning 2009 to 2021,it applied a spatial difference-in-differences model and double machine learning model to perform causal inference within the framework of "Innovative Province Construction Pilot-Smartization-Regional Innovation Ecosystem Competitiveness." The conclusions are as follows:both the construction of innovative provinces and smartization have a significant positive impact on the competitiveness of regional innovation ecosystems;the spillover effect of innovative province construction can significantly enhance regional innovation ecosystem competitiveness,however smartization has a negative spillover effect;innovative province construction indirectly fosters competitiveness in innovation entities,support structures,resources,innovation dynamism,and the environment by promoting regional smartization;the mechanism through which innovative province construction drives regional digitalization and smartization,thereby enhancing the competitiveness of regional innovation ecosystems,proves effective in both treatment and control groups.Empirical validation confirms the feasibility and scalability of the "Innovative Province Construction → Regional Smartization → Regional Innovation Ecosystem Competitiveness" pathway,while issues such as the "smartization divide" and the negligible policy effects in emerging provinces offer theoretical insights for policy refinement and reform.
