Objective To build the whole process management system of scientific research funds based on smart financial platform,to realize the connection between financial management and scientific research management,so as to boost the scientific research development of public hospitals through financial digital transformation.Methods Using B/S structure,based on PyCharm framework and odoo tools,and using intelligent technology,the process reengineering and internal control pre-positioning were carried out.According to each link of scientific research management,the whole process management system of scientific research fund budget,implementation and final accounts was established for dynamic monitoring and multi-dimensional management.Results The application of the system optimized the whole process control and service mechanism of scientific research funds.The average reimbursement time for documents with amounts below 10000 yuan was reduced by 9.25 d,while the average reimbursement time for documents with amounts above 10000 yuan was reduced by 14.21 d.The reimbursement refund rate has been reduced by 73.60%.The bill processing time has been reduced by 92.64%.The automatic bookkeeping voucher generation rate has been 100%and the satisfaction of the scientific research related personnel has been increased to 85%.Conclusion The application practice of scientific research funds management in public hospitals based on smart finance has a significant effect on optimizing the management process of scientific research funds,improving the efficiency of scientific research funds management,improving the satisfaction of scientific research services and reducing audit risks.
