医用耗材绩效考核体系的构建及应用

摘要
目的 发挥绩效考核体系"指挥棒"作用,调动科室、医师对加强耗材精细化管理的积极性,引导医师规范耗材不合理使用行为.方法 通过组织架构、实施路径、指标体系、管控措施构建全院医用耗材绩效考核体系.结合相关文献研究及国家颁布的耗材管理规范,围绕耗材费用占比、进销存管理、耗材使用合理性及安全性等维度,进行小组讨论、专家咨询,构建"院-科-个人"三级分层考核指标体系.院-科两级指标采用监测比较方式进行考核,医师耗材使用情况采用熵权-逼近理想解排序法进行综合评价,并将评价结果与绩效及各项评优评先工作紧密结合.结果 该绩效考核体系的应用提高了科室、医师对耗材精细化管理的自觉性,耗材管理水平有所提升,耗材使用情况得到改善.结论 本研究提出的"院-科-个人"三级分层医用耗材绩效考核体系为医用耗材的使用监管提供了有力抓手,值得推广应用.
Abstract
Objective To exert the"baton"function of the performance appraisal system,mobilize the enthusiasm of departments and doctors to strengthen the fine management of consumables,and guide doctors to standardize the irrational use of consumables.Methods The performance appraisal system of medical consumables in the hospital was constructed through organization structure,implementation path,index system and control measures.In combination with relevant literature research and the consumables management norms promulgated by the state,group discussions and expert consultation were conducted around consumables cost ratio,purchase,sales and inventory management,consumables use rationality and safety,and a three-level assessment index system of"hospital-section-individual"was constructed.The indicators of hospital and department were evaluated by monitoring and comparison,and the use of physician consumables was comprehensively evaluated by Entropy Weight-Technique for Order Preference by Similarity to an Ideal Solution method,and the evaluation results were closely combined with performance and various evaluation tasks.Results The application of the performance appraisal system improved the consciousness of departments and doctors to the fine management of consumables,the level of consumables management was improved,and the use of consumables was improved.Conclusion The three-level hierarchical medical consumables performance appraisal system of"hospital-section-individual"proposed in this study provides a powerful starting point for the use supervision of medical consumables,and is worth popularizing and applying.
