The Logical Path,Evolution Context and Value Implication of Party Building Leading the Improvement of the Rule of Law in Rural Governance
The rule of law in rural governance is the foundation of the rule of law,and the leadship of Party building is the key to improve the level of the rule of law in rural governance.Under the guidance of the theory of national social relations,the theory of proletarian political parties and the theory of national governance,Party building elements are embedded in the construction of the rule of law in rural governance.With Party building as the guide,the main forces of the rule of law construction of all parties are condensed,and the role of the"one core and multiple rule"of law system is fully played,so as to form a benign interaction between high-quality Party building and the rule of law construction of rural governance,and achieve the ultimate goal of promoting the continuous improvement of the level of rural rule of law.Based on the hundred-year history of the Party and the core content of the exploration of the rule of law in different periods,this paper sorts out the evolution of the rule of law construction of rural governance led by Party building.It has roughly gone through four stages:building revolutionary bases—building grass-roots power—improving people's livelihoods—enhancing the status of the rule of law.Thte party building has its unique value implication in leading the improvement of the rule of law in rural governance.It is the decisive strategy to promote the strategic task of comprehensively governing the country according to law,the realistic need to consolidate the ruling foundation of Party organization at the grass-roots level,the key to promoting the construction of a harmonious socialist new countryside,and the proper meaning to effectively safeguard the legitimate rights and interests of the people.
