打破地方保护和降低市场分割是加快统一大市场建设、推动高质量发展的内在要求.基于中国1998-2013年撤县设区改革,采用多时点双重差分法考察区域行政整合是否有利于企业发展质量提升及其作用机制.研究结果表明,区域行政整合对企业全要素生产率具有正向促进作用,有效提升了企业发展质量;机制检验表明,区域行政整合通过扩大企业市场规模和改善企业管理效率进而促进了企业发展质量提升;并且这种促进作用主要通过民营企业、非出口企业和小规模企业来实现;相较于县,县级市的整合效果更为明显;进一步研究证明,区域行政整合也有助于区域整体发展质量的改善.
Abstract
Breaking local protection and reducing market segmentation are inherent require-ments for accelerating the unification of large markets and promoting high-quality development.Based on China's reform of City-County Merger from 1998 to 2013,this paper adopts the multi-temporal DID method to investigate whether regional administrative integration is conducive to the high-quality development of enterprises and the mechanism.The results show that regional administrative integration has a positive effect on the total factor productivity of enterprises,and ef-fectively improves the quality of enterprise development.The mechanism test shows that regional administrative integration promotes the quality of enterprise development by expanding the market scale of enterprises and improving the efficiency of enterprise management.This promotion is mainly achieved through private enterprises,non-export enterprises and small enterprises.Com-pared with counties,the integration effect of county-level city is more obvious.Further research proves that regional administrative integration also helps to improve the overall quality development of the region.
