摘要
加快构建新型电力系统,是电力领域服务"双碳"目标、推动生态文明建设的重要举措.新能源合理消纳利用是构建新型电力系统的关键,本文提出以新能源合理收益、消纳责任权重、调节能力提升措施发展潜力等为约束,以综合考虑新能源开发运行成本和系统消纳成本等因素的系统综合成本最小为目标的新能源合理利用率优化方法,可以得到新能源合理利用率及相应的新能源规模和调节能力提升措施.以云南省为例,通过算例分析,验证了方法的合理性和可行性.
Abstract
Accelerating the construction of a new type of power system is an important measure to serve the"CO2 emission peaking and carbon neutrality"goals in the power sector and promote the construction of ecological civilization.The rational consumption and utilization of new energy is the key to building a new type of power system.This article proposes an optimization method for the rational utilization rate of new energy,which is constrained by the reasonable benefits of new energy,the weight of consumption responsibility,and the development potential of regulation capacity improvement measures.The goal is to minimize the comprehensive cost of the system by comprehensively considering factors such as the development and operation cost of new energy and the system consumption cost.This method can obtain the rational utilization rate of new energy,as well as corresponding measures to improve the scale and regulation capacity of new energy.Taking Yunnan Province as an example,the rationality and feasibility of the method were verified through case analysis.
