浅谈新时代背景下云南矿业的绿色发展之路

摘要
云南省目前正积极推进新一轮找矿突破战略行动,提高国内矿产资源保障能力.但云南矿业发展与生态环境保护矛盾明显,存在资源综合利用率低,生态环境破坏严重、历史欠账过多、恢复治理任务繁重,绿色发展理念贯彻不足等问题.本文提出矿业绿色发展重在源头控制,依靠科技进步提高资源综合利用率,完善综合评价指标体系,加强多部门协同和多主体参与,积极探索成功运作模式并推广应用,促进矿业绿色发展.
Abstract
The new round of breakthrough strategic action in mineral exploration is currently actively promoted in Yunnan Provinceto enhance the domestic mineral resource guarantee capacity.However,there is a clear contradiction between the development of mining industry and ecological environment protection,and many problems,such as low comprehensive resource utilization rate,serious ecological environment damage,excessive historical debts,heavy restoration and governance tasks,and insufficient implementation of the green development concept in Yunnan.We propose that the green development of miningshould focus on source control and rely on technological progress to improve comprehensive resource utilization and the comprehensive evaluation index system,combined with strengthening multi departmental collaboration and multi subject participation,actively exploring and promoting the application of successful operating models,and finally promoting the green development of mining.
