京津冀SO2区域调控生态补偿机制研究

通过查阅资料和文献,获得京津冀地区各种植物类型的面积及其吸收能力.2005 年,北京、天津和河北省植物分别能吸收7.65 万t、3.25 万t和81.89 万t的SO2.前人对硫沉降的模拟,分别得到2002 年、2005年、2008 年、2011 年和2014 年的SO2 沉降量.基于生态系统服务供给和消费的SO2 生态补偿,得到2014 年北京市和河北省理论上的生态补偿金额为894 万元和2076 万元,天津的为8070 万元.可以由京津冀的上级政府或三个地区的政府共同建立区际生态补偿基金,用以联防联控京津冀的SO2 污染.
Research on the Ecological Compensation Mechanism of SO2 Regional Regulation in the Beijing Tianjin Hebei Region
By consulting materials and literature,the area and absorption capacity of various plant types in the Beijing-Tianjin-Hebei region were obtained.In 2005,plants in Beijing,Tianjin,and Hebei province were able to absorb 76500 tons,32500 tons,and 818900 tons of SO2 per year,respectively.Based on the simulated values of sulfur deposition by predecessors,the amounts of SO2 deposition in 2002,2005,2008,2011,and 2014 were obtained.Based on the supply and consumption of ecosystem services for SO2 ecological compensation,the theoretical ecological compensation amounts received by Beijing and Hebei Province in 2014 were 8.94 million yuan and 20.76 million yuan,while the theoretical ec-ological compensation amount payable by Tianjin was 80.7 million yuan.The superior government of the Beijing-Tianjin-Hebei region or the governments of three regions can jointly establish an interregional ecological compensation fund to jointly prevent and control SO2 pollution in the Beijing-Tianjin-Hebei region.
