双重"去政治化":农村养老服务过密化及其解释

摘要
强化农村养老服务是我国积极应对人口老龄化的重要举措.当前,农村养老服务呈现出内容、规则和方式等多维度的过密化,陷入"有增长、无发展"的过密化陷阱.过密化产生于行政系统和自治系统的双重"去政治化".打破过密化陷阱的关键在于强化基层组织体系自主性,通过保障其接点位置,实现养老服务国家性和社会性的有机统一.
Abstract
Strengthening rural elderly care services is an important measure for China to actively respond to the aging population.Rural elderly care services have become overly dense in terms of their content,rules,and methods,falling into the trap of"growth without development".This overdensity arises from the dual"depoliticization"of the administrative system and the autonomous management system.The key to breaking free from the trap of overdensity lies in strengthening the autonomy of the grassroots organizational system,and achieving the organic unity of national and social aspects of elderly care services by ensuring their contact positions.
