Characteristics,Causes and Governance of Digital Disempowerment among the Aged:A Perspective on Digital Dividends
The problem of digital disempowerment among the aged is intensifying as a result of increasing digitalization and demographic ageing.This disempowerment,from a perspective of digital dividends,refers to the difficulties the aged face in accessing digital infor-mation,their barriers to digital use,and their exclusion from digital participation amidst the societal changes brought about by informa-tization,digitization,and the rise of intelligence,which are evident in their difficult attempts to reap the economic,social,cultural and health benefits of digital life and are rooted in economic,technical,psychological and social divides.To address these issues,this pa-per proposes a fourth revision of The Law of the People's Republic of China on the Protection of the Rights and Interests of the Aged,and advocates a differentiated governance mechanism that incorporates a people-centered approach to digital governance,with the aim of improving the top-level design for addressing the digital challenges faced by the aged.At the same time,it is necessary to stimulate the market for digital accessibility technologies,improve domestic and international standards for age-friendly digital products,and establish a new model for China's digital services for the aged through a three-tier governance and five-party cooperation framework to help establish an inclusive digital society for all ages.
