Renovation of Old Communities in the Perspective of Grassroots Governance:Its Practical Forms and Theoretical Framework
The renovation of old communities has the triple orientation of livelihood projects,development projects,and grassroots gov-ernance projects,but the existing academic research and policy formulation pay less attention to grassroots governance.To improve such research,this article summarizes and analyzes three practical forms of the renovation of old communities from the perspective of grassro-ots governance:the governance platform,the governance measure and the governed object.Furthermore,it proposes the theoretical framework of"essence-characteristic-basis",that is,its essence is the continuous process of engineering traceability and engineer-ing solution to the social problems,with the situational,dynamic,balanced and pivotal characteristics,and its basis is the grassroots governance theory with Chinese characteristics,including the"nation-society"integration,technical governance,and"people's cit-y".Finally,it provides a complete analytical approach as an independent policy module to improving grassroots governance and pro-mote the theoretical construction of the renovation of old communities.
