Facing the ongoing aging population with the cases of disability and chronic diseases, the demand for health care services for the aged is becoming increasingly urgent.Providing multi-level and multi-faceted community-based health care services has much significance in promoting the high-quality development of healthy aging and health care services.Based on the disease expansion/com-pression hypothesis and the hierarchy of needs theory in connection with the development of community-based health care services, this paper analyzes the needs of different types of elderly people for health care services, the current supply of community-based health care services, the imbalance between supply and demand of community-based health care services, and the causes for this imbalance, and then discusses the development approaches to community-based health care services in order to provide a theoretical basis and policy-making reference for optimizing community-based health care services and promoting their high-quality development.
