The System Decoupled from Governance Affairs:The Formation Mechanism of the Dilemmas of the Community-level Deliberative Democracy and its Governance Mechanism
The community-level deliberative democracy has basically realized good governance,but it also faces some practical diffi-culties.The practical dilemma of the community-level deliberative democracy is rooted in the"system decoupled from governance af-fairs".According to the relevant decoupling theory,governance affairs are the key variables affecting the deliberative democratic system at the community-level level,and the institutional decoupling will lead to practical difficulties in the community-level deliberative democracy.The community-level governance affairs include at least three kinds of affairs,namely,autonomous decision-making af-fairs,mobilization-based implementation affairs and regulation-based implementation affairs.However,the current deliberative democratic system at the community-level level is only suitable for one or two kinds of such affairs,and cannot be fully embedded in the three kinds of governance affairs.When the deliberative democratic system at the community-level level is decoupled from some governance affairs,it is difficult for the deliberative democratic system at the community-level level to play a good role,and various subjects will adopt corresponding strategies.As a result,the community-level deliberative democracy faces such practical dilemmas as the flexible implementation by the community-level officials,the political indifference of the people,the excessive participation of the political elites,and the relatively poor governance effect.Thus,the governance mechanism for solving these dilemmas needs to focus on solving the problem of the"system decoupled from governance affairs"so that the institutional design of the community-level delibera-tive democracy can be embedded in the governance affairs,and develop towards the institutional design of classified operation.
