Integration of the Metaverse and New-quality Productivity through the Rule of Law:Mechanism,Risks and Responses
The Third Plenary Session of the 20th Central Committee of the Communist Party of China has emphasized the great signifi-cance of improving the system and mechanism for developing new-quality productivity according to the local conditions,which un-doubtedly provides some solid policy support for the progress of the industry of the metaverse.The metaverse has a deep relationship of integration and mutual formation with new-quality productivity.The former becomes an important form of new-quality productivity by integrating digital technologies,empowering application scenarios,and promoting industrial transformation.However,the current de-velopment and application of the metaverse face risks in protecting the individual rights and interests,maintaining the social and eco-nomic stability,and safeguarding the national politics,which have weakened its effects of empowerment.Thus,it is urgent to follow the guidance of the CPC General Secretary Xi Jinping's important instruction on new-quality productivity,construct a proper legal or-der based on the technological characteristics of the metaverse,clarify the principles of ethical norms,implement the control concepts in the whole process,establish a refined and flexible regulatory system,lay a solid foundation for basic technologies,promote the inclu-sive and prudent supervision,and empower the development of new-quality productivity.
