牛栏江—滇池补水工程生态效益评估

云南省牛栏江—滇池补水工程是国务院 172 项节水供水重大水利工程之一,也是滇池水污染综合治理的关键性措施之一,工程运行 9 年多以来,已累计向昆明调水 46.06×108m3,其中向滇池补水 42.15×108 m3、城市应急供水 3.91×108 m3,发挥了巨大的生态效益.为合理评估工程产生的生态效益,从定性分析与定量计算两方面来评估工程生态效益,定量分析中采用了生态补偿法、等效替代法、生态水价法3种方法将生态效益量化为资金价值,经综合分析,推荐采用等效替代法计算工程生态效益.
Ecological Benefit Assessment of Water Transfer Project from Niulan River to Dianchi Lake
Yunnan Water Transfer Project from Niulan River to Dianchi Lake is one of the 172 major water conservancy projects for water-saving and water supply under the State Council,and is also one of the key measures for comprehensive water pollution control in Dianchi Lake.Since the operation of this project for over 9 years,a total of 46.06×108m3 of water has been transferred to Kunming,including 42.15×108m3 of supplementary water to Dianchi Lake and 3.91×108m3 of urban emergency water supply,which has played a huge ecological benefit.To reasonably evaluate the ecological benefits generated by the project,this paper evaluates the ecological benefits of the project from both qualitative analysis and quantitative calculation.Three methods,namely ecological compensation method,equivalent substitution method,and ecological water pricing method,are used in quantitative analysis to quantify ecological benefits into value for money.After comprehensive analysis,it is recommended to use the equivalent substitution method to calculate the ecological benefits of the project.
