摘要

随着风电光伏补贴退坡,进入平价时代,如何发挥企业风电项目投资效益,放大投资收益,精细化控制造价,节约成本,是摆在当前"五大六小"以及各地方发电企业所面临的共性问题.以湖南某山地 100 MW风电项目为例,按实明确边界条件,并考虑平价上网政策影响,深入分析湖南山地风电项目的投资收益,研究发现湖南山地风电项目资本金内部收益率勉强能达到 7%,并略高于基准收益率 6.5%,项目收益情况尚可,处于可投资开发境地.为了进一步放大投资效益,精细化管控造价,控制成本,有必要加强风电项目的造价管理,特别是完善风电项目计价体系,加强过程造价管控,从而节约投资.

Abstract

As wind and photovoltaic subsidies decline and enter the era of parity,how to leverage the investment benefits of enterprise wind power projects,amplify investment returns,finely control costs,and save costs is a common problem faced by the current"five major and six small"and local power generation enterprises.Taking a 100MW wind power project in a mountainous area of Hunan as an example,this paper clarifies the boundary conditions based on reality,and considers the impact of the policy of fair grid access to analyze the investment returns of the Hunan mountainous wind power project in depth.Research has found that the internal rate of return on capital for Hunan mountainous wind power projects can barely reach 7%,slightly higher than the benchmark rate of return of 6.5%.The project's profitability is still acceptable and it is in a state of investable development.In order to further amplify investment benefits,finely control costs,and control costs,it is necessary to strengthen the cost management of wind power projects,especially to improve the pricing system of wind power projects,strengthen process cost control,and save investment.
