我国是世界上水库大坝数量最多的国家,这些大坝在防洪、引水、产能、改善河道的通航条件中扮演了非常重要的角色,同时也存在着溃坝的潜在威胁,一旦失事,后果十分严重.大坝运行环境复杂、事故原因多样、事故影响较大,目前常用的事故树法、事件树法、层次分析法等很难形象直观的对复杂变量以及复杂结构进行表述.引入了一种新的方法——"蝴蝶结模型",可以针对事故发生的原因以及事故的后果进行整体性的分析,并在此基础上设置风险屏障,从而达到风险管理的目的.
Risk Analysis Method for Reservoir Dam Safety Based on Bow-Tie Model
China has the largest number of reservoir dams in the world.These dams play a very important role in flood control,water diversion,production capacity,and improvement of navigation conditions of river channels.At the same time,there is a potential threat of dam break.Once they are damaged,the consequences are very serious.The dam operation environment is complex,the causes of accidents are diverse,and the impact of accidents is large.At present,the commonly used fault tree method,event tree method,analytic hierarchy process and other methods are difficult to express the complex variables and structures visually.This paper introduces a new method-"Bow-tie Model",which can analyze the causes and consequences of the accident as a whole,and set up risk barriers on this basis,so as to achieve the purpose of risk management.
