Risk Assessment of Water Conservancy Engineering Bidding Based on Project Management Contracting Mode
The study focuses on the identification, evaluation, and management of risk factors in water conservancy project bidding under the PMC(Project Management Contracting)model. It provides a detailed analysis of various risk factors that may be faced during the bidding stage, such as contract document preparation,EPC contractor selection, and design management. On this basis,a risk assessment index system was constructed and a fuzzy comprehensive evaluation method was introduced to better handle the uncertainty and fuzziness in the evaluation process. In terms of methodology, the design principles of comprehensiveness, independence, comparability, and operability have been followed, and a clear hierarchical structure model has been established, including the objective layer, indicator layer, and criterion layer. At the same time, methods such as fuzzy judgment matrix and likelihood calculation were used to conduct in-depth analysis and ranking of risk factors, providing scientific basis for project decision-making.
