The Core Pathway and Internal Logic of the Operation of the Functionaries Management Mechanism:Based on the Perspective of National Governance
The cadres of Communist Party of China occupy a pivotal position in the national governance mechanism,and the close ties between the party and the state and the masses are linked both"upwards"and"downwards".In the practice of national governance,"conventional"and"sporty"coexist and complement each other to promote the smooth development of phased governance planning.In order to give full play to the axis-driven value of Party functionaries in the practice of national governance,the Party and the government take effective development of governance planning as the realistic orientation,political leadership as the primary value path,section-level management as the necessary technical path to promote the modernization of national governance with the cadre management mechanism.From a deeper point of view,the cadre management mechanism integrates the dual-pronged logic of technical rationality and value rationality,and seeks a certain flexibility between purposefulness and value,which indicates that political rationality is the fundamental operating logic.
