China's Marketization of Government Procurement of Public Services:Problems and Solutions
The phenomenon of"internalization"in government procurement of public services is prominent,and the degree of marketization lags behind,seriously affecting the efficiency of public service supply.Why is it difficult for government procurement of public services to be marketized,what is the logical relationship behind it,and how to effectively promote the marketization of government procurement of public services have become topics worthy of discussion and in-depth research.The study finds that the non-standardization of government procurement information,which is composed of the fuzziness of public products,procurement system and transaction relationship,is the main factor affecting the marketization of government procurement of public services.The distance between different social organizations from the government center directly affects their project acquisition ability.Closely related organizations have a natural advantage in winning government procurement,independent organizations are at a relative disadvantage in government procurement,and loose organizations are wedged in between.The strong authority of the government and the thinking inertia of"seeking progress while maintaining stability"tend to favor"internal procurement",making it difficult for government procurement of public services to be marketized.It is suggested to establish a list of marketized public services to clarify the boundary of public services,improve the procurement system to strengthen institutional constraints and increase the cultivation of market-oriented social organizations to strengthen functional guidance.We will optimize the market-oriented procurement mechanism for government public services,enhance the transparency of government procurement to promote the marketization of government procurement of public services.
