What Contributes to the Effectiveness of the Policy against Trafficking of Women and Children:An Analysis of Agenda Setting Based on Multi-source Flow Theory
The crime of trafficking in women and children is related to the protection of women's and children's rights and the people's safety.This paper uses the analysis framework of multi-source flow theory to analyze the improvement agenda of the recent governance policy of trafficking in women and children from three aspects:problem source flow,policy source flow and political source flow.It is found that the incident of"eight children born in Fengxian County",the"historical stock"left by crime governance and the Risk Spillover in the field of crime governance jointly constitute the source of the problem;the"original policy soup"of the policy community,such as experts and scholars,representatives of the annual NPC and CPPCC sessions and public opinion and media constitutes the source of the policy;the release of people's emotions under the influence of"reunion culture"and the Communist Party of China's"people-centered"and"people's security"ideas and purposes constitutes the political source.After the opening of the"policy window"of the NPC and CPPCC sessions in 2022,policy activists facilitated the convergence of the three streams,which finally set the agenda for improving the governance policy against the crime of trafficking in women and children.
