Analysis of China's International Talent Recruitment Policies:from the Perspective of the Workforce Development Strategy
The 20th National Congress Report of Communist Party of China made detailed arrangements for"deepening the implementation of the workforce development strategy",emphasizing the adherence to"talent as the primary resource"and gathering talents from all over the world for services.This article constructs a three-dimensional framework of"policy tool theory,human resource management processesand policy development stages"to analyze and encode 306 international talent recruitment policies in China.This research finds that there are issues such as the imbalance in the proportion of policy tools,the need for effective linkage between policy processes,the insufficient formation of an integrated and coordinated mechanism for international talent introduction and the need for further optimization of the policy environment.Based on this,suggestions have been proposed for China's international talent introduction policies,with an emphasis to highlight advantages and implement precise measures;recruit talent jointly and launch pilot initiatives;actively provide services and offer diverse incentives;establish platforms and promote integration development.These countermeasures provide theoretical support for the construction and management of international talent teams in the context of China's the workforce development strategy.
