Quantitative Assessment of Local Rule of Law Inspectorates:Functional Alienation and System Response
Since the launch of rule of law supervision work nationwide in 2019,Area X has combined the rule of law supervision system and quantitative assessment methods to form a quantitative evaluation mechanism for rule of law inspection,which integrates the advantages of"quantitative analysis","qualitative evaluation"and"regular inspection",and has formed a set of practical pilot experience in indicator design methods,setting modes of assessment subjects and multiple evaluation methods.Based on the relevant pilot experience,it is found that the functional alienation of the quantitative assessment of local rule of law inspectors is reflected in the unilateral dominance of local government inspectors,the limitations of top-down assessment methods,and the formal tendency of assessment content.However,the real function of the quantitative evaluation of local rule of law inspectors should focus on reflecting the implementation of local rule of law government construction,rather than using the results as a competitive indicator to measure local"rule of law GDP",which is directly related to the work performance of local governments.On the other hand,it is necessary to have the function of correcting errors in the construction of local rule of law,so as to adjust the tasks of rule of law government construction at different stages.Accordingly,in the future,it is necessary to correctly understand the feedback effect of the quantitative assessment of rule of law inspectors on the local rule of law situation,and gradually remove the interest relationship between the quantitative evaluation results and performance appraisal.It is appropriate to balance the requirements of formal rule of law and substantive rule of law,maintain the relative neutrality of the quantitative assessment results of rule of law inspectors,and reflect the localized elements of rule of law inspections.It is important to encourage the public to participate in rule of law inspection and pay greater attention to the effect of social feedback.
