The CPC's Political Supervision in the New Era:Objectives,Functions and Practices
The 20th National Congress of the Communist Party of China(CPC)has advanced new development requirements for political supervision,emphasizing its concretization,precision,and normalization to ensure the effective implementation of the Party Central Committee's major decisions and deployments.Political supervision constitutes the oversight of public power within the political domain,aimed at regulating and constraining such power through supervisory activities to strengthen political belief,enhance political leadership,elevate political capabilities,and purify the political ecosystem.Its prominent features include political orientation,leadership primacy,systematic integration,and contemporaneity,which in turn determine its important function in regulating and restricting the operation of power,specifically manifesting as guiding,preventive,and disciplinary functions.To strengthen political supervision,efforts must concentrate onidentifying and correcting political deviations,clarifying thesupervisoryentities,targets,principles,and methods,and exploring practical paths.To strengthen the Party's political supervision in the new era,it is imperative to improve the supervisory system and perfect the mechanismthat restrains and oversees the exercise of power;to uphold rigorous intra-Party political life and cultivate an advanced intra-Party political culture;to prioritize the supervision over leading cadres;and to facilitate coordination among"fourfold"supervisions—party discipline inspection,state supervision,public opinion supervision,and democratic supervision—to consolidate supervisory synergy.
