Drive-Based Governance:A Theoretical Interpretation of the Role Village First Party Secretaries Play in Poverty Alleviation——A Field Study of 15 Cases in GP County
The practice of the first party secretary stationed in villages is a key attempt for China to achieve poverty alleviation,and is also a great innovation of the Party's leadership in grassroots poverty reduction.The continuous examination of this system is conducive to the in-depth promotion of rural revitalization and modernization of rural governance.This study adopts grounded theory to explore the poverty alleviation strategies taken by the 15 first secretaries in GP County and the impact of these strategies on the endogenous development mechanism of the villages,and attempts to propose the substantive theory of"drive-based governance".Research finds that drive-based governance encompasses three sets of six-dimensional governance strategies:precise aggregation of governance resources,a combination of rigid and flexible governance models and a combination of soft and hard governance powers.Meanwhile,these strategies work together to generate three types of drive-based relationships:intra-group interactive,inter-group cyclical and"symbiotic"driving,which all activate the villages'endogenous development mechanisms and fostering sustained growth dynamics.
