The Balance of the Relationship Between Value and Instrumental Rationality in Preventive Governance
Preventive governance,as a crucial approach to addressing risks or disputes at their source,plays a significant role in the modernization of governance in China.Key mechanisms such as social stability risk assessments for major decisions,conflict and dispute investigation mechanisms and comprehensive social security governance mechanisms serve as important carriers of preventive governance.These mechanisms embody both value-oriented and instrumental rationality.Influenced by traditional social management models and other factors,tensions can arise between the value rationality and instrumental rationality within preventive governance mechanisms.Specifically,the governance purpose of prioritizing"people"is often neglected,the order of multiple values is inverted affecting governance outcomes,and the governance authority of leading entities lacks effective regulation.To this end,necessary adjustments or measures should be implemented to address these issues,including reaffirming"people"as the primary goal of preventive governance,re-establishing the hierarchical order of values maintained through preventive governance,and regulating the exercise of governance authority by leading entities to balance the dual rationality of value and instrument and achieve effective governance.
