The reform consensus is the internal driving force for comprehensively deepening the reform.Only on the basis of deep analysis of its attributes can we accurately understand the development and evolution characteristics of the consensus of the reform,fully consider the main difficulties faced by the reform consensus,and then explore the effective cohesive way of reform consensus.Based on the subject-object-environmental analysis framework,it can be founded that the changes in public reform cognition,reform practices,and the reform environment mark the reform consensus with distinctly changeable attributes.Based on the analysis of the three elements that influence the evolving nature of reform consensus,it is necessary to dynamically approach the building of reform consensus through a three-pronged strategy:constructing an identity character,responding to reform practices,and aligning with the reform environment.
