The Logic,Mechanism and Practical Path of the Whole-process People's Democracy for Border Area Governance
Frontier governance is an important part of China's national governance system,and promoting frontier governance and its modernization is the inherent requirement of realizing China's governance.The whole-process people's democracy is not only a theoretical summary of the practice of socialist democracy with Chinese characteristics in the new era,but also a new democratic exploration of political civilization.The whole-process people's democracy and frontier governance are intrinsically compatible,with a common source of power,development vision and value purport,the power source being"party center",the development vision"people's governance"and the value purport"space justice".The guarantee of the whole-process people's democracy to border governance is realized from three aspects:main structure,operation logic and standard mechanism.The whole-process people's democracy contains the main structure of"party-state-society-people"lineup,the operation logic of"absorption-integration-decision-feedback"and the standard mechanism of"system-policy-structure-value",which guarantees the full coverage of the main body of border governance,the whole chain of processes and the full range of issues.In the new era and on the new journey,to promote the modernization of border governance,we must comprehensively develop the whole-process people's democracy,actively practice the major concept of the whole-process people's democracy,and promote border governance with democratic concepts.To promote border management and modernization with the whole-process people's democracy,we can start from the aspects of strengthening political guarantee,improving institutional system,strengthening popular support,and enriching border practices.
