Analysis of the Present Situation and Countermeasures of Grass-roots HSE Management in Petroleum Enterprises
Through the statistical analysis of issues discovered during annual HSE inspections of petroleum enterprises,it was found that more than half of the identified problems were related to grass-roots HSE management.Upon further categorization of grass-roots issues,data revealed that on-site equipment management problems accounted for the highest proportion,reaching as high as 30％.The other categories ranked in descending order were grass-roots hazard management issues,on-site standardization issues,on-site contractor management issues,on-site emergency management issues,grass-roots risk control issues,and hazardous operation control issues.Traced the root causes of grassroots HSE management issues,improvement measures were proposed from three aspects:grass-roots HSE management mechanisms,strengthening the regulatory capacity building of grass-roots units,and carrying out grass-roots workload reduction measures.
