Exploration and Practice on the Path of Improving QHSE Management Driven by Flat Management
There are some problems such as"two pieces of skins"and inadequate implementation of system requirements in the operation of QHSE management system for oil-gas and chemical enterprises.In the paper,an analysis was conducted on the reasons for the inadequate integration of the QHSE management system and enterprise operation mechanism.Combined with the core connotation of the QHSE system,a driving model for the improvement of the QHSE management system based on flat management was constructed.The practical experience of the improvement of QHSE management driven by flat management in Chuandongbei operating company was summarized,and some suggestions for improvement were proposed.
