Countermeasures and Suggestions of Fixed Sources Pollution Discharge Permits Management
Environmental management of fixed pollution sources involves various systems such as environmental impact assessment,pollutant discharge permits,regulatory enforcement,environmental statistics,and self-monitoring,with the pollutant discharge permit system at its core.Since 2016,the environmental supervision system centered around pollutant discharge permits has made some progress,yet the concept of"one-permit"management has not been fully realized.Investigations into the implementation and enforcement of pollutant discharge permits by enterprises reveal persistent issues,including the incomplete integration of pollutant discharge permits as the primary tool for managing fixed sources,limited impact on improving environmental quality,and inconsistencies in reported actual emission levels.To advance the"one-permit"management approach for fixed pollution sources,it is suggested to develop an integrated environmental management information platform that would enhance the efficiency of the"one-permit"system and ensure the alignment of actual emission data in pollutant discharge permits with environmental statistics.
