Key Points of the Audit of the Report on the Implementation of Discharge Permits for Oil and Gas Field Enterprises
Currently,inadequacies were identified in post-permit management and technical capabilities of oil and gas field enterprises,particularly in the review and evaluation methods for compliance reports.To enhance the standardization and relevance of the review process for pollution discharge permit compliance reports of oil and gas field enterprises,this article analyzed and reviewed common issues encountered during the submission and review of these reports by pollution discharge units in the oil and gas field sector.The causes of these issues were explored from the perspectives of management mechanisms,system integration,and capacity assurance.Relevant technical issues that require attention during the review process were summarized.A general approach for reforming the review and evaluation methods of compliance reports was proposed,providing recommendations and guidance for post-permit management.This aims to facilitate the implementation of a"one-permit"management system for pollution discharge permits in oil and gas field enterprises.
