Cause Analysis and Countermeasure Research of Enterprise HSE Management System Operational Defect
By analyzing the audit issues of the enterprise's HSE management system,this study clarifies the current status of the system's operation,identifies five deficiencies in the system's operation,and then uses accident causation theory combined with fault tree analysis methods.With the system operation deficiencies as the top events,fault trees are constructed to identify the causes of different deficiencies and clarify the main influencing factors of the deficiencies.Finally,countermeasures for the operational deficiencies of the enterprise's HSE management system are proposed from five aspects:responsibility interface,system construction,capability assessment and training,resource provision,and strict inspection and assessment.These measures aim to enhance the enterprise's safety management level.
