新电站"5S+E"生产应急建设模式的研究与实践

随着国内能源结构转型加快,抽水蓄能行业正处于重要机遇期和高速发展期,在新形势下要做好投运电站的安全生产工作,青年运行队伍面临着更为严峻的考验.针对现状,以生产应急能力建设提升为目标,从制度体系(System)、思想准备(Spirit)、处理能力(Solve)、标准措施(Step)、资源共享(Share)五大环节入手,发挥电力企业综合型应急指挥中心(Emergency Command Center)支撑作用,分析、整合、归纳、创新,五位一体、协同发力,研究并实践"5S+E"应急建设模式,推动新电站基建转生产阶段应急能力快速提升.
Research and Practice of the"5S+E"Production Emergency Construction Model for New Power Plants
With the accelerated transformation of China's energy structure,the pumped storage industry is embracing a crucial period of opportunity and rapid growth.Under these new circumstances,ensuring the safe production of operational power stations poses even more significant challenges to the young operational teams.To address this situation,aiming to enhance production emergency response capabilities,we have devised a holistic approach encompassing five core elements:System,Spirit,Solve,Step,and Share.By leveraging the supporting role of the integrated Emergency Command Center(ECC)in power enterprises,we have analyzed,integrated,synthesized,and innovated to create a cohesive"5S+E"emergency construction model.This model facilitates rapid improvement in emergency response capabilities during the transition from infrastructure construction to production for new power stations.
