With the enhancement of global environmental protection awareness,the wastewater treat-ment and discharge standards of printing and dyeing industry have received more and more attention.The boundary between compliance and illegal discharge,as well as the corresponding legal responsibility,has be-come key factors restricting the sustainable development of the industry.A systematic review of relevant inter-national and domestic legal provisions is expected to reveal key challenges such as inconsistencies in law en-forcement,resource constraints for regulators,corporate compliance issues,and insufficient public participa-tion.A comprehensive discussion was put forward on promoting the implementation of legal responsibility and strengthening the environmental governance of printing and dyeing industry,in order to provide reference and inspiration for practitioners in related industries,and jointly promote the improvement of environmental legal framework and improve the implementation efficiency.
