基于熵权TOPSIS模型的中国候鸟疫病监测质量评价

候鸟疫病监测是野生动物疫病监测体系中的主要环节,为了科学评价中国候鸟疫病监测质量,以途经中国候鸟迁徙通道的3条重点区域疫病防控情况为基准,构建疫病监测防控质量评价体系,并采用熵权TOPSIS模型进行分析.结果表明:2015-2022年,中国候鸟疫病监测综合评价、监测投入和监测成效整体上呈现增加趋势,2017年之前监测成效(T)小于0.3,质量水平偏低,2017年之后质量水平达到一般标准(0.3<T<0.6);2015-2017年东部沿海和2015-2019年西部高山湿地区监测成效均小于0.3,质量水平偏低,其余年份质量水平一般(0.3<T<0.6);2015-2022年,中部湖泊水网候鸟疫病监测成效质量水平一般(0.3<T<0.6).在综合评价、监测投入和监测成效方面,中部湖泊水网显著大于东部沿海与西部高山湿地区(p<0.05),但东部沿海与西部高山湿地区之间无显著性差异.本研究结合现有政策和候鸟疫病监测实际工作情况,深入分析了问题出现的原因,并提出可行性解决方案,以期为调整候鸟疫病监测防控各组分的重新分配提供科学依据.
Quality Evaluation of Migratory Bird Epidemic Disease Surveillance in China Based on Entropy-weight TOPSIS Model
The migratory bird disease surveillance is a key link in wild animal disease monitoring system.In order to scien-tifically evaluate the quality of migratory bird disease surveillance in China,a quality evaluation system for disease surveil-lance and control was constructed based on the prevention and control situation of epidemic diseases in three key areas(eastern coastal area,western alpine wetland area,and central lake water network area)passing through migratory bird migration routes in China,and an entropy weight TOPSIS model was used for analysis.The results showed that the com-prehensive evaluation,monitoring input,and monitoring effect of migratory bird disease surveillance in China showed an in-creasing trend from 2015 to 2022.The index of monitoring effect of migratory bird disease surveillance nationwide was greater than 0.3 and less than 0.6,indicating a general quality level,except for the period from 2015 to 2017,with a low quality level(<0.3).For the eastern coastal area,the indexes of comprehensive evaluation,monitoring input,and monitor-ing effect of migratory bird disease surveillance were all less than 0.3 in 2015-2017.The monitoring effectiveness in the eastern coastal areas from 2015 to 2017 and in the western highland wet areas from 2015 to 2019 was consistently less than 0.3,indicating a poor quality level,and in other years,these evaluation indexes were all greater than 0.3 and less than 0.6,with a general quality level.For western wetland area,these evaluation indexes were all less than 0.3 in 2015-2019 and greater than 0.3 and less than 0.6 in the following years,while for the the central lake water network area,those indexes were was greater than 0.3 and less than 0.6 from 2015 to 2022,with a general quality level.The comprehensive evaluation,monitoring input,and monitoring effect of the central lake water network area was significantly greater than that of the eastern coastal area(p<0.05)and the western alpine wetland area(p<0.05),and there was no significant differ-ence in these evaluation indexes between the eastern coastal area and the western alpine wetland area.Combining the ex-isting policies and the actual work situation of migratory bird disease surveillance,this study deeply analyzed the causes of problems and proposed feasible solutions,in order to provide scientific basis for adjusting the reallocation of components of migratory bird disease surveillance and prevention.
