Impact of Technical Barriers in Trade Clauses in Free Trade Agreement on China's Bilateral Value Chain Linkages
Based on the text of Technical Barriers to Trade(TBT)clauses in Free Trade Agreement(FTA)signed by China from 2002 to 2018,this paper examines the impact of TBT cooperation in FTA on the bilateral value chain linkages between China and FTA member countries. The research shows that TBT cooperation in FTA promotes China's bilateral value chain linkage by reducing trade costs and increasing the technology spillover. The positive effect of TBT clauses in FTA is more significant in the manufacturing sector than it in the service sector, more pronounced in the developing FTA member countries than it in the developed FTA member countries and greater in simple bilat-eral value chain linkages than it in complicated bilateral value chain linkages.Further analysis shows that the gap in the level of intellectual property protection inhibits the positive effect of TBT cooperation in FTA on China's bilateral value chain linkage.
