Research on the Evolution of the Trade-oriented Digital Technology Rules——From the Perspective of Comparing the American and the Singaporean Templates
While digital technology is essential and holds immense potential to drive the development of the digi-tal economy and expedite the digitalization of economy and society,it also brings a series of governance challenges.From the perspective of the trade-oriented digital technology rules in trade agreements,this paper studies the devel-opment tendency of digital technology governance by comparing the content of related rules in the"American Tem-plate"and the"Singaporean Template".The"American Template"introduces the regulation of non-compulsory transfer of technology to safeguard the power of technology and proposes the rules of technology trade barrier elimi-nation while adhering to the principal of technological neutrality.Compared with the"American Template",the"Singaporean Template"includes a broader range of digital technology.It concerns about the technology applied in key service trade sectors,regulates the use of emerging technologies through the combined approaches of"encouraging cooperation"and"providing ethical guidance"and promotes the data-driven innovation by establishing the mecha-nisms for free flow of cross-border data and data sharing.
