人工智能驱动全球经济治理变革的理论逻辑及政策路径

摘要
当前,全球经济治理面临民主赤字、责任赤字和制度赤字的三重赤字.基于技术-经济、技术-社会和技术-制度的逻辑框架,对人工智能与全球经济治理变革的理论逻辑进行研究,结果发现,技术-经济框架下的马太效应、技术-社会框架下的AI决策二律背反效应和技术-制度框架下的治理主体转化效应分别对民主赤字、责任赤字和制度赤字产生影响.在政策路径上,人工智能赋能开放、包容、普惠、平衡、共赢的新型全球化模式,塑造全球经济治理新格局;构建符合伦理、透明的人工智能监管框架,驱动全球经济治理健康可持续发展;强化国家AI主权,应对全球经济治理主体的"多中心化"趋势.
Abstract
The current global economic governance faces a triple deficit of democracy,responsibility and institu-tional inadequacy.This research explores the theoretical logic of artificial intelligence and the transformation of global economic governance based on the frameworks of technology-economy,technology-society and technology-insti-tutions.The study finds that under the technology-economiy framework,the Matthew effect of AI,the dilemma effect of AI decision-making within the technology-society framework,and the transformation effect of governance entities under the technology-institutions framework respectively impact the deficits in democracy,responsibility and institu-tions.In terms of policy pathways,artificial intelligence empowers a new type of globalization that is"open,inclusive,universal,balanced,and mutually beneficial",shaping a new pattern of global economic governance;it also constructs an ethical,transparent AI regulatory framework to drive the healthy and sustainable development of global economic governance;and it strengthens national AI sovereignty to address the"multi-centric"trend in global economic gover-nance entities.
