摘要
供应链安全是APEC的重要议题之一,对于促进亚太地区经济稳定与繁荣意义重大.基于OECD数据库所做的测算表明,APEC整体的供应链关联程度呈现波动中稳步上升的趋势,合作关系愈加紧密;APEC成员的供应集中度呈波动中下降的趋势,外部依赖度和市场集中度呈波动中上升的趋势,国际市场依赖度呈波动中小幅度下降的趋势.中国供应链上游存在外部依赖度过高的风险,与APEC其他成员的供应链关联程度均有不同程度的提高.当前,APEC供应链安全同时面临机遇与挑战,APEC应推动各成员凝聚共识,通过多元措施强化亚太地区供应链的稳定,并建立更紧密的区域经济联系.
Abstract
Supply chain security is one of the important topics of APEC cooperation,which is of great significance for promoting the stability and prosperity of the Asia-Pacific region's economy.Based on the calculations made using the OECD database,this article indicates that the overall supply chain interconnection degree of APEC shows a trend of steady increase amidst fluctuations with increasingly close cooperative relationships.The supply concentration degree of APEC members exhibits a trend of decline amidst fluctuations while the external dependency and market concen-tration show a trend of increase amidst fluctuations,and the international market dependency shows a trend of slight decrease amidst fluctuations.Among them,there is a risk of over-reliance on external dependencies in China's up-stream supply chain,and the degree of supply chain interconnection with other APEC members has been raised to varying degrees.The above analysis reflects that APEC supply chain security faces both opportunities and challenges.Therefore,APEC should promote consensus among its members,strengthen the stability of the Asia-Pacific supply chain through diversified measures and establish closer regional economic connections.
