摘要
全球产业链正加速重组态势,并为发展中国家提供更多参与空间,这是RCEP生效的背景特征.RCEP生效对越南区域经济合作战略产生影响.一是为越南经济进一步融入国际经济提供动力;二是借助RCEP越南可进一步提升在区域和全球产业链的地位和影响力.RCEP生效后,越南区域经贸合作战略呈现出稳步推进自贸协定谈判、把握中美战略竞争和全球供应链重组红利、积极对标全球新型经贸规则、完善经贸伙伴关系网络等基本特征与动因.RCEP生效下越南区域经贸合作战略动向对越南经济产生的积极影响,既有助于巩固越南在亚太地区生产体系中的竞争力、维护越南经济安全与提升战略自主、助推越南经济高效持续发展,也使越南面临来自IPEF的挑战,以及美西方主导的经贸规则带来的消极影响.
Abstract
The accelerated reshuffling of the global industrial chain provided developing countries with more space for participation,constituting a background characteristic for the entry into effect of the RCEP.The entry into effect of the RCEP has produced a multifold impact on Vietnam's regional economic cooperation strategy:firstly,the entry into effect of the RCEP will provide driving forces for the Vietnamese economy to further get involved into the international economy;secondly,with the RCEP,Vietnam can further enhance its position and influence in regional and global industrial chain.With the RCEP taking effect,Vietnam's regional economic and trade cooperation strategy exhibits basic characteristics and motivations such as steadily advancing the FTA negotiations;seizing the benefits of China-US strategic competition and global supply chain restructuring;actively benchmarking itself against global new-type economic and trade rules;and perfecting a network of economic and trade partnerships.On the one hand,with the RCEP taking effect,the tendency of Vietnam's regional economic and trade cooperation strategy has positive ef-fects on Vietnam,i.e.,helping solidify Vietnam's competitiveness in the Asia Pacific's production system,maintain Vietnam's economic security and enhance its strategic autonomy and fuel the efficient,continuous development of Vietnamese economy.On the other hand,however,Vietnam also faces challenges brought by the IPEF and negative effects of economic and trade rules dominated by the US and the West.
