The Soft Connectivity of Technical Standards under the Framework of the High-Quality BRI Development Mechanism
The Resolution adopted at the third plenary session of the 20th Central Committee of the Communist Party of China proposes to"enhance the mechanism for high-quality cooperation un-der the Belt and Road Initiative",which resonates with the requirement of strengthening the soft con-nectivity of rules and standards for the BRI.With the intensification of global competition in science and technology,technical standards have increasingly become the focus of the game among countries and have become a key factor affecting the in-depth development of the BRI.In the process of joint construction of the BRI,China has always insisted on the principle of"extensive consultation,joint contribution and shared benefits"and has gradually explored a path of soft connectivity of technical standards with Chinese characteristics in practice.Based on successful practice of the BRI,this paper discusses the theoretical connotation,practical challenge and realization path of the soft connectivity of technical standards during the process of joint construction of the BRI.The analysis will not only pro-vide theoretical support for the promotion of soft connectivity of technical standards,but also provide suggestions for deepening the technical standards cooperation between China and the countries in the join building of the Belt and Road.
