Dual Risks in Development of the Digital Economy:Characterization,Cause and Governance Path
As a new form of China's current economic development,while bringing op-portunities to China's economic development,the digital economy has always been accompa-nied by dual risks,namely primary and secondary risks.primary risks of digital economy include the security concerns that data itself brings to the country,the potential impact of technological dependence on market machanisms,and the potential discrimination that algorithmic technolo-gy may bring to individuals;Secondary risks include threats to the national security posed by public and private entities in the context of cross-border data flow,obstacles to market compe-tition posed by platform enterprises in the abuse of monopolistic positions and risks of personal privacy disclosure in data sharing and utilization scenarios.In responding to primary risks,it is necessary to support technological development through legal system to dispel security concerns of data,establish a monitoring mechanism to achieve risks control,promote the industry self-regulation to form self-discipline so as to reduce the potential discrimination in algorithms;To deal with secondary risks,it is necessary to reduce national security threats through national se-curity norms and cross domain regulatory system,regulate the abuse of monopolistic positions by digital regulatory technology and specialized regulatory authorities and achieve the guarantee of individual rights through privacy protection norms and positive national obligations.
