日本数字技术创新动态及中日合作前景

数字技术领域已经成为创新要素最多、发展速度最快、辐射范围最广的技术创新领域.整理分析欧洲专利局发布的数字技术专利发现:日本的数字技术专利占全球比重逐渐降低,但在数字技术全球创新引用网络中始终占据重要地位,仍然是一个数字技术创新强国,特别是在机器人领域保持着全球领先地位.这些成就得益于战后日本官产学合作模式的推动,但如今日本数字技术创新也存在着投资不足、转型困难、人才匮乏等问题.相比之下,中国的数字经济正蓬勃发展,创新活力持续增强,这为两国在数字技术创新领域的合作带来了广阔空间.然而,双方合作面临一些共同挑战,包括逆全球化与"技术民族主义"抬头、中日关系有待改善、数据安全规则存在分歧等,需要中日两国增强技术互信、建立专业领域的对话机制、拓宽合作空间.
Trends of Japanese Digital Technology Innovation and Prospects of China-Japan Cooperation
The digital technology sector has become an area with the most innovation ele-ments,the fastest development pace and the widest range of influence in technological innova-tion.By analyzing digital technology patents published by the European Patent Office,this study finds that Japan's share of global digital technology patents has gradually declined.However,Ja-pan still occupies an important position in the global innovation citation network for digital technology and remains a strong innovator in this field,particularly maintaining a leading posi-tion in robotics.These achievements are attributed to the post-war collaboration model be-tween the government,industry and academia in Japan.Nevertheless,Japan's digital technology innovation is currently facing challenges such as insufficient investment,difficulties in transfor-mation and a shortage of talent.In contrast,China's digital economy is booming with continu-ous growth in innovation vitality,presenting broad opportunities for cooperation between the two countries in the field of digital technology innovation.However,there are some common challenges to cooperation,including the rise of anti-globalization and"technotionalism",the need for improved Sino-Japanese relations and differences in data security regulations.It is necessary for both countries to enhance technological mutual trust,establish dialogue mecha-nisms in specialized fields and expand the space for cooperation.
