Public Participation in the Protection and Renewal of Historic Urban Public Parks in United States:A Case Study of Prospect Park,New York
Urban historical parks have prominent features of coexisting historical and contemporary values.The practice of historical parks in the United States has shown that public participation helps to fully realize their historical and cultural value and public service functions,promoting the inheritance of park characteristics and sustainable development.However,China currently needs more experience in public participation in protecting and renewing urban historical parks.This article summarizes the public participation models and characteristics in the park systems at various levels in the United States.Taking Prospect Park in New York as an example,it elaborates on the comprehensive and systematic public participation process and measures at the city/county level parks,summarizing experiences in four aspects:management organization,participation methods,fundraising,and educational outreach.In response to the challenges faced by China in the management of urban historical parks,such as in-complete institutional channels,difficulty in coordinating multiple interests,weak public participation awareness,and shortage of funds and workforce,three measures are proposed:building diversified operation models,improving institutional safeguards and feedback mechanisms,and strengthening the cultural service value.These measures aim to incentivize broad and effective public participation,providing valuable references for the protection and renewal practices of urban historical parks in China.
